So we give less money than we thought, and less of that actual money goes to the poorest countries. But for what purposes or projects are we giving the money? What percentage of Canadian aid is directed at "poverty alleviation", meaning education, basic health, water, and sanitation?

4%

.
ANSWER: Unbelievable, but true - it's 4%. In 1995, just 4% of the total Canadian aid was used for basic poverty alleviation. Aid dollars are also used for debt servicing (paying the interest and/or principal on foreign debt). Some aid is tied aid, meaning the money is tied to a variety of trade deals. Some aid is bilateral - government to government, and usually used for major construction or technological programs.
