Cross to provide basic necessities after Hurricane Mitch.
Basic needs definitely have to be met. But if the only focus of the assistance is on rehabilitation, rather than development, the people will be just as vulnerable to the problems they are already facing. Nothing will really change, and the next natural disaster will put them in exactly the same predicament. |
