	1. Give the farmers enough hybrid maize seed and fertilizer for one year. This option might help for one year, if there is no more flooding or drought. But if adverse conditions were to occur again, the farmers would be right back where they had started. As well, reinforcing the reliance on one crop means that farmers are still vulnerable as one insect pest could wipe out everyone's crop.
